The first thing you should do, is to identify which Mobile Network Blacklisted your device and marked it as Lost or Stolen.
This can be achieved with an iPhone IMEI Check service (Check a full list of 8 iPhone IMEI Check companies to choose from).
Once you find which network blacklisted your iPhone 6s, you can go to the following article which explains what you should do when you have a Blacklisted iPhone.

Please help with the situation I have iPhone 11 pro max phone bought in the US with an unlocked version with a full paid amount.
when I turned it on with wifi it went blank screen and later ” iPhone cannot be activated for service. please contact your service provider or apple care
