The first thing you should do, is to identify which Mobile Network Blacklisted your device and marked it as Lost or Stolen.
This can be achieved with an iPhone IMEI Check service (Check a full list of 8 iPhone IMEI Check companies to choose from).
Once you find which network blacklisted your iPhone 6s, you can go to the following article which explains what you should do when you have a Blacklisted iPhone.
Do you have a similar experience? Do you own a Blacklisted iPhone? What IMEI Check company you use to identify the Blacklist Carrier?

Please help with the situation I have iPhone 11 pro max phone bought in the US with an unlocked version with a full paid amount.

Could you please let us know is that resolvable?
It depends on the blacklist status of your device, so first you need to perform a full iPhone IMEI Blacklist check, then paste it here, and we will try to find a solution for you.
Instead, you can get an iPhone IMEI Unblacklist Eligibility check from iPhoneUnlock.Zone and they will suggest you a working solution for your situation.
It is up to you to device what to do 😀
